Planning Board MInutes for Thursday March 23, 2017

Meeting directly follows public hearing beginning at 7 p.m.

Open meeting and take attendance.

Member present: Tom Sawyer, Larry Klein, Pat Salomon, Roger Tryon, Stephen Enoch, co-chair, and Maggie Leonard, co-chair.
Members of the public: Dustin Collins, Hume Camp; John Szablowski, Hume Camp; Mike Parsons, Kelly Granger & Parsons; Peter Chait; Bettina Schwatrz; Ira Kaplan, attorney for Schwartz.
Review public hearing and discuss any bylaw changes.
  • a. There were no changes to the presented zoning bylaw proposals. The text will be delivered to Melissa for ATM warrant.
Read minutes from 3-9-17; amend and/or approve.
  • Minutes accepted as presented.

  • Break out 4.3 acres from 50 acres
  • Frontage and size conforms
  • Accepted as presented
Hume site plan review.
Report on visit. Discuss current status.
  • Visit conducted on March 21st
  • John Szablowksi showed the site to members of the board
  • Included: existing Lodge, maintenance shop, parking lot, Ice rink, location of new construction.
  • Notation of no stop signs at Cronk Rd. and Chestnut Hill Rd.
  • Bring up to the Highway department for options.
  • Hume will be installing the new lighting for the maintenance shop to convert to down lighting as per agreement of site plan review 2-20-15.
  • Camp visit was very detailed and inclusive.
  • Klein voiced concern for the abutters that was brought out by the visit.
  • Alternate road would go along way to satisfy the concerns of the neighbors.
  • Suggest working with Hume at the executive level to pursue an alternate entrance.  Hume Board is aware of the neighbors concerns and the potential options.
  • Discussed the responsibility of the planning board in a site plan review.
  • Maximize safety on and off the site
  • Health and safety
  • Has the Highway, Fire, and Police had input on the site plan?
  • 90 day submission is up April 12th
  • John Z submitted the offsite narrative as requested.
  • Ira Kaplan noted that the engineering plans are not stamped and signed.
  • Discussed options for Cronk/
  • Chestnut Hill road which is the main concern.
  • Options were reviewed with Shawn and Gareth
  • Speed light
  • Stop light
  • Stop sign on both sides of the blind curve
  • Is there a way to limit the upper end of the camp size?
  • The plan will be decided on with the ruling from the town attorney that Hume is a religious use.
  • Review of MGL 3.10 CMR 7.1
  • Noise Law (7A to 9P)
  • Construction
  • Ira expressed the concern over the noise during the day
  • Hopes that it is addressed in our ruling
  • John reiterated that the amplification is not continuous
  • Main concern from one neighbor is the amplification factor.
  • Maggie will set up a special meeting with Shawn Tryon to review the application.
  • Is a noise bylaw an option?
  • Publishing the schedule might be helpful.
  • Maintenance of upper Chestnut road should be considered by the town for construction week.
  • Parking waiver issue –
  • The parking permits will outlive the Hume use.
  • Stephen is no longer concerned over the parking waiver.

Special permit application 74 Tyringham Rd.
  • Reviewed proposed changes to two structures
  • Debated and found that the nonconformity is increased.
  • The board will state findings in the letter to the ZBA.
